The use of non-naturally occurring synthetic plant growth regulators is not permitted in general. Their use can only be permitted when absolutely necessary: e.g. seedless cultivars for table grapes.

IP guidelines must set out which chemicals are permitted, clearly specifying the aim and the restrictions of their use.
